It is about arrogance. Arrogance drives the ruthless quest for cravings and reviling of the LORD. In all the thoughts of the arrogant man or woman, the key factor is that there is no room for God. 

In his arrogance the wicked man hunts down the weak,
    who are caught in the schemes he devises.He boasts<span class="crossreference" data-link="(D)” data-cr=”#cen-NIV-14045D” style=”box-sizing: border-box; font-size: 0.625em; line-height: 22px; position: relative; vertical-align: top; top: 0px;”> about the cravings of his heart;
    he blesses the greedy and reviles the Lord.<span class="crossreference" data-link="(E)” data-cr=”#cen-NIV-14045E” style=”box-sizing: border-box; font-size: 0.625em; line-height: 22px; position: relative; vertical-align: top; top: 0px;”>In his pride the wicked man does not seek him;
    in all his thoughts there is no room for God.<span class="crossreference" data-link="(F)” data-cr=”#cen-NIV-14046F” style=”box-sizing: border-box; font-size: 0.625em; line-height: 22px; position: relative; vertical-align: top; top: 0px;”>His ways are always prosperous;
    your laws are rejected by<span data-fn="#fen-NIV-14047b" class="footnote" data-link="[b]” style=”box-sizing: border-box; font-size: 0.625em; line-height: 22px; position: relative; vertical-align: top; top: 0px;”> him;
    he sneers at all his enemies.He says to himself, “Nothing will ever shake me.” 
    He swears, “No one will ever do me harm.”
